To commemorate World Mental Health Day in October, close to 300 guests celebrated 42 recipients of the Silver Ribbon Mental Health Awards and their contributions to mental health advocacy and workplace mental well-being, at a ceremony on 1 October 2024.


In her Opening Address, Minister of State (MOS) for Education and Manpower, Ms Gan Siow Huang highlighted the vital role that schools, communities, and workplaces play in building mental health resilience. For workplaces in particular, she called on employers to adopt the “3Rs” – Recognise, Refer, and Re-integrate – to better support their employees’ mental well-being. 

These “3Rs” form the essence of the Guidelines for Providing Support for Employees with and at-risk of Mental Health Conditions, a resource that is being developed by the WSH Council to offer employers strategies in creating a more inclusive and supportive work environment. The Guidelines complements existing resources such as the Tripartite Advisory on Mental Health and Well-being at Workplaces and the Workplace Mental Well-being Playbook. Members of the public are invited to participate in the public consultation exercise on the Guidelines. 

MOS Gan also congratulated the Well-being Champions Network (WCN) on its first anniversary, having empowered such champions with the skills and tools necessary to lead workplace interventions and cultivate supportive work environments. Armed with over 500 Well-being Champions, the Network now supports more than 210,000 employees. 

At the event, Ms Ellen Lee, President of Silver Ribbon (Singapore) (SRS), highlighted their collaborations with various stakeholders to combat mental health stigma and improve support at workplaces. A significant achievement was the removal of the declaration of mental health condition(s) from job application forms nationally in 2020. Ms Lee also spoke of SRS’s numerous workshops geared at both employers and employees to improve mental health literacy and raise awareness of support strategies.

In his keynote address, Dr Tsuyoshi Akiyama, President of the World Federation for Mental Health, commended Singapore’s commitment to mental health, citing the National Mental Health and Well-being Strategy (2023) as a key initiative that enhances the nation’s mental health ecosystem.
 

The ceremony concluded with the screening of a video titled "Congrats, Jane!", which illustrates how individuals with mental health conditions can thrive at work when given the right support.
